David, while I understand what you are saying, telling service dog users they must comply with the minutiae of state laws simply to give themselves the chance of filing in state court unfairly burdens the service animal user. Many state laws are very archaic and severely limit service animal users' rights. In reality, for most service animal users, their state laws will rarely, if ever, come into play.

Your advice that service animal users can safely ignore state law restrictions on, e.g., leash colors, etc., is probably unwise. Even if the ADA allows them to take legal action, they can do so only in a federal court. Adhering to state rules allows them to take such action in either state or federal court, and may also enable state prosecutors to file charges against violators. Note: I am not a lawyer.
